I am liking the idea of a low CR creature of the dragon type, it creates some awesome images in my head ;D
Does this dragon have flight (or even wings at all?) or is it a wyrm-like dragon? What kind of colours are we talking?
When it comes to the rules, I will preface my comments with the fact that I am coming at it from a 3.5 D&D background, which is what I write all my stuff from. With that in mind I have a few observations and questions, I hope you don't mind.
First off, the hit dice are wrong (as far as 3.5 goes) which gives creatures of the Dragon type D12s. It also gives them a full BAB (so would give them BAB of 2). With that, the STR, DEX & CON are all very close to the maximum recommended levels for a Large creature. An equivalent CR creature, the Ogre has a very high strength (21) but a dreadful Dex (8) and a reasonable Con (15). The Drakoleth would be better balanced (in my opinion) if its physical stats were perhaps a little closer to this. Also do you have any idea in mind for the mental stats?
I hope you don't mind those comments and questions. I really love the idea of the Drakoleth and cannot wait to hear more about it.

All I did was take a pathfinder horse and apply a slightly modified half-dragon template. So no wings and weaker breath weapon. Pathfinder template is slightly different than 3.5 template.

Ah ok! I can see how that would produce that kind of stat line. Would you mind if i take a stab at a 3.5 version worked from the ground up?

no problem, would only have mild differances, d10 hit dice being main one as BAB is not recalcuated using either template

Drakoneth are legendary beasts, said to be the spawn of bronze dragons and hardy desert ponies. They appear like a tan, scaled cross between a pony and a komodo dragon and are rumored to be fire breathers.

Ok I have reworked the mechanics using the 3.5 Monster Manual guidlines, let me know what you guys think to this?
HD: 2d12+4 (HP 17) Initiative: +1 Speed: 50ft AC: 15 (+1DEX, -1 Size, +5 Natural Armour)
BAB/Grapple: +2/+10 Attacks: Bite +6 Melee (1d8+4); 2 claws +5 Melee (1d6+4) Full Attack: Bite +6 Melee (1d8+4) & 2 claws -1 Melee (1d6+4) Space/Reach: 10ft/5ft (10ft bite) Special Attacks: Breath Weapon (2d6 fire, 30ft line, DC13 save, CON Based)
Special Qualities: Darkvision & Low Light Vision (60ft); Immune to magical sleep & paralysis effects; Scent.
Saves: Fortitude +5 Reflex +4 Will +4 Abilities: STR 18 DEX 12 CON 15 INT 6 WIS 12 CHA 8 Skills: Climb +9, Listen +6, Move Silently +6, Spot +6 Feats:Weapon Focus (Bite), Endurance (B), Run (B)

This seems a lot more balanced now. And the challenge rating is about what what I would have expected. I can now see a relevant party taking that on, getting hurt in the process but ultimately defeating it, where as the pathfinder one would have taken a great amount of luck to defeat.
However I am used to a 3.5 universe and not pathfinder so I can only apply that point of view.
