Syrtan is one of the key colonies of the Delosian city states. Now it is an important city in the southern Ionian Empire and one of the few places in the empire that provides hoplite auxiliaries to the legions. The economic ties that the city has to Delos allows for significant amounts of trade to be conducted between the two countries. This has allowed Syrtan to maintain some amount of independence in their internal actions as they threaten a lucrative revenue stream for the provincial governor.
The city has one of the lowest percentages of elves in the empire but has a higher number of gnome, Halfling and stranger races than most cities on Celenor.
Often the location of shadow wars as the Delosian and Ionian intelligence networks use the city to attempt to infiltrate the other’s territory. The locals know when there are sounds on the roof or in dark alleys to leave the bodies for the town watch to find in the morning.
Syrtan is one of the frequent destinations of the profugus, or unhoused of Delos, those werekin that are thrown from their house in shame for their actions. The city magistrates have taken to hiring the profugus as guards in an attempt to retain them in the city but many continue on into the Empire finding work as mercenaries, financial advisors or a blending of the two to the rich and powerful. A six and half foot tall weretiger, makes a very convincing argument at a negotiation.
I picture Syrtan having an almost Hong Kong situation going with the Empire, part of the country but pretty much left alone as long as taxes and troops are sent when required.
