The Sikarii are the true killers of Delosian society. Paid to remove specific targets who threaten the interests of the nobility, they are not controlled by any one city state. They are rarely used to strike against other nobility unless treason is the cause for the contract. Instead they focus on external threats, merchants who threaten economic interests of Delosians, or warlords who boast of conquering the city states. The Sikarii are not a large organization known to number less than 100, but only their lord, Lokales, a high shifter from Diotes. The Sikarii, are not concerned with what city state a potential recruit comes from only that they are able to put aside past grudges with other cities. Recruits are only taken from those with blood of the were flowing through their veins. Unlike many groups of assassins, the Sikarii are not an evil organization and require a reason for the contract to be established. Due to the nature of most contracts, the Sikarii kill more people outside of the city states than within them.
I am still trying to figure out how best to represent the Sikarii in game. I think some kind of prestige class is needed but some of the entry requirements and class abilities for assassin and shadowdancer do not make sense for a state supported group of problem solvers in many ways like a modern Inteligence organization like the CIA or MI6.

Sikarii normally operate in small teams of 2-4, though individuals occasionally work by themselves. A team will normally include 1 arcane caster and 1+ stealthy team members. Sikarii usually employ their caster to buff and use illusion spells to increase the power of their stealthy team members to eliminate the target(s) before anyone realizes that they have been targeted. Most casters have an elementalist background before joining the group and will use those abilities if needed and carry multiple wands with key spells like bull strength, cat’s grace and particularly invisibility. The Sikarii generally kill their targets directly, avoiding the use of poison or “accidents”; with their preferred method being multiple bolts and arrows fired by invisible team members. Sikarii avoid engaging foes other than their target.
A standard team would best be represented by 1 sorceror or wizard with 2-3 rogues. Though other configurations that use ambushes to quickly destroy their target are also possible. If one person is the team's target, they will eliminate that person and then leave if possible, even if guards or allies are still fighting.
